First, open up the picture you are using.


Create a new fill/raster layer with the color #46E3FA and set it to soft light 100%.


Duplicate the base layer and set it to linear light 50%.


Create a new fill/raster layer with the color #090B71 and set it to overlay 70%.


Lastly, duplicate your base layer one more time and set it to screen 25%.
