First, open up the picture you are using.


Create a new fill/raster layer with the color #083E5D and set it to exclusion 100%.


Duplicate the base layer and set it to soft light 100%.


Create a new fill/raster layer with the color #F5C281 and set it to overlay 21%.


Lastly, duplicate your base layer one more time and set it to screen 25%.

Here is your finished product:
